Defense Link has some of the contract announcements up. There should be more but maybe they are under a different agency. Hard to know these days where to look as the information still isn't centralized.

Work will be performed in Kuwait and Iraq, and is expected to be completed by October 2008. Contract funds will not expire at the end of the current fiscal year. There were 450 bids solicited on July 9, 2003, and seven bids were received. The U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-04-D-0002).
